-
- Article II covers the executive branch of the
government and defines the job of the President of the United States. It says the nation’s executive power is
vested in the President. It gives the
President the six specific powers:
-
- (1)
Commander-in-Chief of the Army and Navy and the state militias (National
Guards). The founding fathers wanted the
head of the military to be a civilian.
To limit these presidential powers Congress can only declare war, raise
and support armies, write the rules and regulations for the armed forces. ( Of course, President’s have sent troops off
to battle without war being declared.)
-
- (2)
The President is the boss of the federal bureaucracy. The Executive branch employees 4,000,000
people, including active duty military.
Each principal office of the executive departments reports to the
President.
-
- (3) He
grants reprieves and pardons. Congress
and the Courts cannot override him. He
is the chief forgiver.
-
- (4) He
makes treaties, but requires 2/3rd Senate approval in order to ratify
them. Most are not ratified and are
simply called executive agreements with foreign governments.
-
- (5) He
nominates judges and ambassadors with advice and consent of the Senate. The President submits 2,000 civilian and
30,000 military appointments to the Senate to confirm every year. He is currently
working on finding replacement for Nikki
Haley who is leaving her post as ambassador to the United Nations.
-
- (6)
When the Senate is not in session, he can make recess appointments
without their consent.
-
In
addition to the six powers the constitution details three responsibilities:
-
- (1)
Give Congress the state of the union.
The President plays a key role in legislation based on his
recommendations and in signing bills into law. Each new law requires Congress, Senate, and President
signatures.
-
- (2) He
plays host to ambassadors and foreign dignitaries. In effect, he is the nation’s head diplomat,
and head of state.
-
- (3)
The President is to make certain that the laws are faithfully
executed. His job is to execute the
laws. Commanding the troops and
executing the laws are the President’s most important responsibilities.
